Urdaneta launches site

Jose Urdaneta, the Democratic nominee to succeed state Sen. Gib Armstrong, posted his Web site Monday afternoon.
So far, he’s rolled out some positions on education, including his call for a move away from property taxes to fund schools and a big boost in state funding of public schools. He promises to tackle health care, too, but that part of the site awaits construction.
The stance he posts on the No Child Left Behind Act is a little puzzling:
The federal program, No Child Left Behind, was an attempt to standardize education opportunities but has resulted in an attempt to standardize students. Rather than blame schools and threaten to reduce their funding when population groups (such as special education or English Language Learners) don’t reach testing goals, education funding should be allocated on the basis of the unique needs of school districts whether they be rural, small population, high density, high tax, or low income.
OK, but what could Mr. Urdaneta possibly do about that piece of federal legislation from Harrisburg?
It’s difficult to resist federal mandates, given the large share of education funding that flows from Washington to the states.
Urdaneta, I suppose, could go down to Capitol Hill and make his case against NCLB but his pitch against it makes him sound like the Democratic nominee for Congress, not state Senate.

No. I am saying that resisting the federal mandates in No Child Left Behind risks a loss of federal funds, which I doubt Pa. wants to forgo. So, if Mr. Urdaneta wants to do battle with NCLB, he should be running for Congress, not state Senate.
I don't think it makes a whole lot of difference where the money goes through. On education, unfortunately, the federal government has grabbed a lot of power because it dispenses a lot of money. Having a state senator who complains about this might be nice but it seems to me it'll have very little impact.
